I had the same probem earlier today...I wanted to change a vBulletin phrase.
The instructions aren't easy to understand.
Anyway after a while I figured it out.

ACP > Languages and Phrases > Search in Phrases > "enter whole or part of the phrase you are searching for" > Once found, click the translation option and edit it there. > click SAVE.
