If I have a list of emails on a .txt file, is there a way I can import it in my vBulletin DB in order to send them my newsletter?

You migh be able to use the textfile importer of ImpEx.

Would this will work also if my emails.txt has a structure like this?

test@mail.com

.. with nothing else.

A username and email is required, but if you have a list of emails, you could quickly use a spreadsheet to extract a username from theemail address and put it in a 2nd column.

I am not a spreadsheet expert, nor do i know what spreadsheet software you are using.

Each member must have a username and email address, so yes.
