In your public_html/root folder, place a .htaccess file and add the following to it.

<Files *>
order allow,deny
allow from all
deny from 41.0.0.0/8
</files>

View the countries here:
http://www.ipdeny.com/ipblocks/

41.0.0.0/8 will kill all of the 41 range.
