Have you tried disabling the plugin system in config.php? If you haven't, give that a shot, open config.php, and right after the opening declaration put this...

define('DISABLE_HOOKS', true);

Then try removing your old plugin.

If you want to go the route of using impex to import your old forums/database into a fresh install, that is also possible. See the vB manual for info on impex. http://www.vbulletin.com/docs/html/impex
