How can I make a box that shows a bunch of links on the homepage?

You could just add it directly into the FORUMHOME template. Or, you could create a phrase with the table in it and put just the phrase where you want it in the FORUMHOME. Or, there may be a mod to do this - search on "forumhome" "all mods" "titles only"

I'm not too good with custom changes so I hoped there was a mod for this.

Also I've seen so many vB sites with this I thought it would exist.

There is modification that will allow you to put a column on the side of the forum, then you could put any text you want in it. That may be a good way of doing it.
