Do a test upload - admin cp > maintenance > diagnostics > upload and see what it says about your upload tmp dir. Your host may have to set one for you.

It gives me no problems for the rise:
file_uploads: Activated open_basedir: / var / www / vhosts / foroxd.com / httpdocs: / tmp safe_mode: Enabled upload_tmp_dir: None upload_max_filesize: 2.00 MB (megabytes) No errors occurred while opening the uploaded file for reading. You should be able to disable the option "Up in Safe Mode? without any adverse effect. |

Do you have problems uploading an avatar? Try the different methods you offer and different sizes for a test and see if you can produce the same error.

I did several tests, including upload from admincp and I said:
There was an error with your load: * Unable to move / copy the file |

Do you store the avatars in the file system? Is the folder chmod to 777?

If you have chmod 777, is very rare.

The only folders you should have chmod 777 are the ones vbulletin tells you to chmod to 777 and this is one of those cases. From the help button in the Avatars area in the admin cp:
