2 hacks i need :(

I need two hacks which do the following, If any1 knows where i can get one please tell me.

A hack to select all threads in a section and PM all users that created the threads in that section.

Also

Before making a thread. or while making a thread, Make a notice or have to read thread before they post a thread in a sertin section

Please help me.
