I figured it out

After enabling on profile and usergroup permissions and defaulting it to be automatically added at registration.

Remember after you have done all the steps listed above it will not automatically turn on Visitor Messages in someones profile that allready has it turned off and was allready registered.

The new registrations after you have made these changes listed above will automatically have it turned on. However the ones that didn't will have to manually turn it on now.

They will have to go to USER CP>>EDIT PTOFILE>>>VISITOR MESSAGES Which is located in the middle of the page and turn it on.
