First, I would avoid the use of iframes as much as possible, as it is simply an outdated form of coding, and rubbish for SEO.
I suggest to simply copy the needed bits from your Joomla header/navbar and past them into your vBulletin header/navbar.

If you'd like to copy/past both here, including a link to your website like Lynne already mentioned, it would be likely we could offer you some better assistance.
