How would I set it? I browsed through the cpanel for about an hour and I can't find where to change it from 240 to 60. Like when someone reports a posts they have to wait x amount of time to report another one.

I think it's under vBulletin Options > Email Options > Email Flood Check.

That's for emails not reporting posts.

Change that 240 to 60.
