How do I make the User CP panels on my forum collapsable like the one on this forum? Is it an available mod?

Many of the modifications used on this site are not released. However, there are similar mods out there that do the same thing. If you search on "collaps*" "all mods" "titles only", you'll find a ton of mods for collapsing things so just use that code to collapse what you want to collapse.
