Usaly you are looking @ a BOT or script that is running on a timer. It trys to PM or change their SiG with an Advert.

Banning a user does not stop them from logging in.
- It puts them in a usergroup with limited access. (banned usergeroup)
- yes, they can login and go through the motions of changing settings and doing things, but get hit with no access pages.

To stop them from logging in, you "deny from IP" in your .htaccess file.
