You'll need software that is either premade and supports a single login between them such as vBulletin + a few gallery modifications like photopost, photoplog or whatever other ones are available.

Or create a shared login system between an exisiting gallery software such as Coppermine and vBulletin, but i'm not sure its that easy or else i'd be done by now
