Forum looks "squished"
On my website, I enclosed the Vbulletin software inside of my already-created header and footer. Now Vbulletin looks squished, even if I change / decrease the widths in the css.

Check Style Manager > find your style > Stylevars Look at both Spacer Size and Outer Border Width.

you should also edit Table Cell Padding (pixels) - it's currently set to 0

Changing none of those options really helped the situation. I appreciate the feedback thus far!

I thought you were talking about the spacing outside the tables, not inside the tables like you are now showing.
If you use an addon like firebug, you can find that it's being affected by blue.css, and in particular your second line: HTML Code:

I see two set of <head> and <body> tags you need remove the incorrect tags.
