It is a bug, you can fix it doing this:
In login.php search:

if ($vbulletin->options['hvcheck_lostpw'])

It is twice.
And replace with:

if ($vbulletin->options['hvcheck_lostpw'] AND !($permissions['adminpermissions'] & $vbulletin->bf_ugp_adminpermissions['cancontrolpanel']))
