getting this error, last 4 hours

If its a vhosted site, issue a support ticket to your host.

If its a dedicated server, then view the log files for apache.

Looks like apache could be mis-configured or the wrong permissions are set for your user directory or on the files themselves.

thanks, we are trying to get a hold of the guy who deals with the server, its not fun time right now

Get a hold of your Hosting and ask them what's up. Ether wise it's your forums server is down.

If the host is down also, then that may be why your site is down.
