There's a 'webdesign by' contact at the bottom of this forum's home page.
They're also running vBSEO and vBCMS, a few other things, too.
What's so 'special' about this forum? The unasked for pop-up ads? What?

Not too difficult in theory. Just rearranging the forumhome_forumbit and forumhome templates.
