Is there any way to force members to read this everytime they click New Thread within a specfic forum?

I know a few forums that use this like theadminezone but I can't find the exact mod anywhere. Can someone help me?

Is there a way that I could add that mod on twice. I already have that mod on there but would love to use it for new threads also. The reason I want to use this is because we have a template that we want members to use on a few of our forum areas.
