Help with navbar

I have the links part of my navbar directly under my logo, in my header template. The pop-up part of the code (like for Search and Quick links) was still in the navbar template, while the rest of the code was in the header template.

For organization and for when I make a few navbar edits soon, I put the pop-up part inside the header template (so now the whole navbar links part is back together again, just like it originally was, only now it's in the header template). The problem is, not all of my profile tabs have turned into blocks, as if js isn't enabled. Does anyone know why this is, or how to fix it?

edit: I just discovered this is only the case if the user has Visitor Messaging enabled on their profile. Does anyone know why this is?
