I'm having a problem changing a Global Moderator status back to just a regular member and just all around editing their page. The error message says...

You are not authorized to view this page
You might not have permission to view this directory or page using the credentials you supplied.

HTTP Error 403 - Forbidden

I also have that same problem when trying to edit messages. Can someone help me out with this? My vBulletin is located at www.theunps.com/open_mic.

Check if you have mod_security or Suhosin installed on your server. If you do, it is likely that the rules are overly strict, or are not configured properly.
