Banning by IP

I guess that this has been asked umpteen times so all apologies; I tried to use the search but kept getting called back because IP is only two characters.

Anyway I have looked in lots of places in the VB admin panel but cannot find a section that bans users by ip and/or email address (I want to ban mail.ru and a lot of chineses IP's) any advice on where to find it would be great>
