Force user to read Official Notification PM

Admin or Mod sends Official PM notification to user and the PM must be read before allowing to post.

Requirements:

Admin/Mod send PM has extra check box: [] Official Notice

User read PM has extra check box: [] I have read this notice. And Admin/Mod who sent notice will get a PM when user checks the box.

If users checked box is not clicked, all forum/thread/post links bring them back to the notice/PM. They could still access other areas of the forum, but cannot access any posts (with the exception of the "allowed" forums).

Needs a setting to add "allowed" forums so the user could post to moderated complaint forum or similar.

If I ever find the time, I will attempt to create this myself. I am hoping someone jumps on this sooner!
