Restrict/specify the usergroups a user can PM?

I've been searching for one of these for a while now with no luck, so I thought I'd try posting a request here: would somebody consider coming up with a way to specify the usergroups that a particular member (or usergroup) can use PM with, or else to restrict a user's PM privileges such that they can only PM with admin?

At the moment I'm dealing with a problem user that I would like to give a chance to cool off; while that's going on I'd like to keep him from barfing all over other members' PM boxes, but I'd also like to be able to communicate with him via PM myself (as the board admin) if possible. Thanks in advance for any suggestions or solutions anybody cares to provide!
