No plugins, all fresh files, no suspect files, no mods, only slight template changes to the header, footer, navbar templates, no vbseo. Not touched the cookies settings. I'm abit wary of allowing people into the admin panel. I did create a test account for vbulletin support but they didnt even login with it to take a look
