Thank you, I appreciate finding that menu! I'm still learning my way around the Admin CP. Changing those settings didn't help though. And the problem is on more pages than I thought. Almost any User CP page that has buttons or graphics.
Now I'm wondering if it's my monitor. We're working with Zencart on a few projects, and one of our Zencart sites is doing this "shrinking borders" thing, as well. On my brother's monitor it's fine, but on mine it's not. I have a 22" wide monitor: maybe the width affects the screen output.
