It would be very helpful to have all reported posts become moderated posts and thus become invisible for anyone but staff.

I think there is a modification like that - hide post on report

That mod is awaiting an update since august 2007.

What is needed is this function:
xx members have to report until the post is hidden

Otherwise this function can be abused to hide a mass of threads.
