admin cp > options > user banning options > then you can add ip's to the banned list, hope i helped

IP banning is useless in a world of dynamic IP's unless your banning Proxy server IPs and even then its still kind of useless

I agree. But we have a persistent offender.
So just trying to do what we can. Have also banned them via cpanel |
