can i make it so only ppl with a minimum post count can use the arcade? and if so how?

Admin CP -----> Arcade -----> Group Permissions.

It will leave you options like this:

Level of access
Post count requirement Leave 0 to disable
Post Per Day requirement Leave 0 to disable
Max. plays per day Leave 0 to disable
