Best thing to do is to use a mp3 based upload system such as www.zippyshare.com or any normal upload sites that stores files for you rather than hosting it yourself.

The good thing about zippyshare is to provides a preview of the file before you even download it.

The next step is to provide a forum for such downloads and instruct members to simply use a specific template when posting, so they post the name, artist, all the details, etc. So it's easy to find what you're searching for.

An example of the system described above would be www.clubbers.pl (polish website)

Youtube is used primarily for video, however you can still youtube for playing mp3 tracks, you just need to create an empty video track and upload as a video.
