ofcourse you are allowed to if you're an admin
to post, simply click on the closed button, and you'll be taken to the newreply page. OR you can go to Thread Tools and Open the thread to re-enable posting for all |

Closing a forum prevents any posts from being made I believe. You need to open the forum and instead set permissions to prevent other usergroups from posting new threads e.t.c. using the "Forum Permissions" options.
