how do i add a new block into the members profiles?

Here's an article to add new tabs: [How-to] Add more tabs to the vB 3.7 profile pages
Is that what you are wanting or just the blocks on the very right-hand side? I would guess those you would just make the template, and call it in a plugin.

yes i just wanted the blocks like on the right side.
