Diable private messages for certain users?

I would like to diable the PMing for certain user's but still allow for them to send/recieve from mods and admins. Any idea how to do this? I've looked everywhere..

Make a new user group and disallow use of pms for that group , Wont be able to send pms to staff tho .

Theres a Enhanced Permissions based on post counts mod , and on that they can only pm staff , but its based on there post count
