Well, I'd upgrade, yes. It only has bug fixes, so you're better off upgrading.

did you edit or delete your original config.php file
All you should have to do, is upload all the new 3.6.9 files over writting your old files. Then run /install/upgrade.php and keep hitting the next button. If you did that, you probably need to take the next step and contact your hosting provider, and see if they can make sure that mysql is running for you. You may also want to make another backup of your DB before upgrading incase MYSQL crashed half way thru that backup for whatever reason. |

mySQL has crashed, it's not running or it can't find the socket. You need to contact your host.
