I see I'm on the same wave length as someone else. I need this functionality too. At the moment I'm creating a forum that contains regional forums by city and county.

I have something like this:

Region1
City_or_County_Forum1
City_or_County_Forum2
City_or_County_Forum3
City_or_County_Forum4
City_or_County_Forum5
Region2
City_or_County_Forum1
City_or_County_Forum2
City_or_County_Forum3
City_or_County_Forum4
City_or_County_Forum5

It would be nice to have something like this in the AdminCP.
