A number of ways have been considered, but none have stood out enough to warrent the work involved (how would we deal with all existing mods)

No, you cannot assume this.
I can think of at least one of mine where the 3.6.8 version will not work prior to 3.6.4. Unfortunately you cannot assume the other way either, one that says 3.6.3 will not necessarily work on 3.6.8.
