One text color only hack? text layout hack?

Hi,

1. i would like to know if it's possible (editing or a hack) to force members to use black color only for their texts polices but leting all staffs (admin moderators etc.) free to use the color they want

2. Advanced text layout that allow a) to place exactly where we want photos in the text b) to "justify" the text in the text editor. Like in office word. You know, to align the text on left and right margins with add of spaces between the words if necessary

1. Edit the usergroup and select no for. bb color code.

2. Im not sure a hack exists for this.
