Your server guy should fix the issue for you if thats what you pay him for.

There is no IP setting to change to send email anyways in vbulletin, the only thing you can use is the smtp options in the admincp, if your url settings in the admincp are correct, then its a server issue.

I would suggest you get a better "server guy" that actually knows what they are doing.
