1 time welcome image on the index page..

What I want to do is when someone connects to my forums (index.php) for the first time, it shows an image not my forums. Within that image is a link that will direct the user to the forums, but without showing the image, until' the user exits the window and re-connects again.

Is this possible within the php file, or is it better off just making like a html page with the image showing with a link to my forums?
