Project Tools functionality

I made myself a simple task system for my everquest guild website where a user could enter in a quest/task/project and add multiple stages to this task and then mark each step as complete as and when they completed them. Users could then copy this quest/task to their own userid and edit/use it depending on what they wanted

Does Project tools have a similar function to it, or is it a simple "add single task" and add comment system?

The reason I'm asking is that I don't really have time to update the system that I created and would like a system that does this already that I can modify to my personal use.

my current system basically works like this:
1) User adds a description of the task/project and a title, they also have the option of adding a link to an external resource.
2) Once a user has submitted the above info they have a text box open to add the first step of their task, once submitted they have the option to add another step above or below any step they create.
3) as each step is completed by the user they can mark it as complete.
Once they have completed the entire project they can mark it as complete and it moves down into the "completed" section of the index page.
Current quests/projects etc can be viewed at the top of the index page and it shows a percentage of how far it has been completed depending on what the user has marked as complete.

Admins have the option to deny/accept any submitted project/quest/task and can add a priority to it so that it moves up and down the list.
Only a user who created a project/task can edit/modify it along with an admin who has full rights to modify anything....
Each Project has an unlimited amount of steps that can be added to it, the only thing missing is the functionality to move a step up or down the list but that could be put in if i ever needed it...easier to just copy and paste at the moment after inserting a step...

I've no plans to release this to the public as it's customised for my own site and links with a custom guild roster which was created by another user who let me use his system on my website. But I would definetly like a similar system that could be customised and work in a similar way to what I already have.

Know of anything? or can Project Tools do the above?
