You would do a query in a plugin - but which plugin would depend on where you want to use this count. You would also need to define 'new' - do you mean new in the last 24 hours, new since the user was last online, new in that the user has never read it, etc.
The plugin would be the hook called when the board index is viewed. By "new" I mean the new posts since the user was last online
