Are there any mods that would allow us to set up a structured debate, wherein the thread is moderated, so nothing posts until we allow it (I think we can do that with a whole subforum, but is it possible for only a thread?), and only certain participants are allowed to post in the thread?

Your best and easiest bet would be a subforum with moderated posts turned on.
