Where can I find the 'Buddy / Ignore Lists' template, I'm looking for the template which is inside the USER CP at the bottom. I can find both the popup ones.

not sure what you are asking ..
if you are referring to the link found in USERCP navigation, it can be found in USERCP_SHELL

if not - post a screenshot

Another thing you can do is ENABLE
vBulletin Options / General Settings / Add Template Name in HTML Comments

this will help you find the template name by viewing the html source of page
