Very simple random quotation MOD (screen shot included)

Having upgraded to vBulletin just a few days ago, I am no longer without the nifty but simple random quotation modification I was using on phpBB.

Here is a screen shot of it (it's near the bottom of the page shown, shortly below "Forum Statistics". I show the whole forum index along with the random quotation function to give you an idea of how I would like to implement it, and for it to look):

This modification uses a .txt file placed in the root directory to draw its quotations from. The formatting for the quotations was done using HTML.

To be more specific, I would like to place such a random quotation box as shown on the screen shot in the "What's Going On?" category, below the Statistics section, and above "Mark Forums Read" and "View Forum Leaders" (or even below it, if the coding wouldn't be much more difficult).

I want no fancy features, just the ability to display quotations on a random basis. I would like to be able to use a .txt file to add the quotations, separated by adding a new line, formatted using HTML. But that's not a requirement.
