Where would I disable hard and soft deleting for EVERYONE?
I've tried usergroup settings, but it only has options for deleting their own posts/threads.

I am using VBulletin 3.6.8

Hard deleting is a function for moderators/admins. You can set each staff members individual permission at AdminCP -> Forums & Moderators -> Show all moderators.
