Hi,

Just wondering what portal is used on this site : https://vborg.vbsupport.ru/portal.php as it looks like a script page called portal.php or is it a custom script only available to vb.org?

Its a custom script made for vb.org and it is not available.
You may want to look into vbadvanced.com's CMPS which is a popular and free alternative.
