bbcode button for <hr>

I would like to add a new bbcode button for <hr> (horizontal rule) in the wysiwyg editor. Can I create a tag like this where there is no need in using the {param} and no need in a closing tag?

I don't think you can create an unclosed BBCode tag, you could create a BBCode like [ruleoff] for example which you change

[ruleoff]
This is just some content text
[/ruleoff]

To:

This is just some content text
<hr />

So your replacement code is like:

{param}

<hr />
