I ran several searches, but did not see anything that would help. What I need is for a single group leader to have permissions to set moderators for their group (which is confined to a single forum category), but no other administrative priveleges on any other forums. Hopefully someone out there has an idea of how to do this.

I am prety sure you can edit something like their face permisions or something and choose which sections/forums they have power in however I think they still maintaine a small amount of power in every forum (e.g. editing all posts or super mod status or something)

Well, if they are an "Administrator", they can add moderators to any forum. In my case, I need them to only be able to do so in their specified forum. Supermoderators and moderators can be restricted to forums/categories, but cannot add new moderators...

Go to your admins profile and then go to user setings then edit administrator permisions and if that doesnt work I suggest making A new user group called administrators but the same as super mods
|

Here you can use this, it does work in 3.6.x as well as i use it myself, all though it is something you will have to admin yourself, it does fit what you need done.
