Local Website, is vbulletin the thing to use?

Hello I want to create a website where people can discuss the local area where I live. I also want user submited pictures/articles about the area (perhaps shops or historical areas of the town).. but I want this to be organised and accessible. Kind of like wikipedia articles? But I dont think wikipedias very good for people who want to discuss the article.

Whats the best combination of software to do this? and to allow for future things ive not thought of as im sure theres many!

vBulletin could do this. A gallery add on like Photopost or Photoplog allows for member submitted pictures, and either an article system or intergrated wiki allows for user submitted articles (wiki being like Wikipedia style). Should be no problem with that.

However, if you have any ideas for what else you could possibly be thinking about... please post them because there are likely easy solutions here for such uses and features.
