When you move a site and can't do a proper restore and use FTP, then they do NOT get chmod at all, you have to do it yourself, I know cause I've moved many, many, many forums in the past with just ftp, I have to go into the attachments folder and chmod all the ones inside, manually.
This is a very accurate statement. This just happenned to me. Exactly what you say.. All of the child dirs, as well as the parent dir were all chmod'd 777 on the source server, and when they were ported over via FTP to the destination server, they went to 755, and I manually fixed them all.
