is there a plugin or some sort of tool to remove options from peopls admin cp and mod cp?

You can limit the options in the AdminCP with Administrator Permissions

Thats not good enough i want to remove plugins such as Awards and Mass PM etc.

If these modifications do not add their own Admin permissions, then no.

Request the author to add such permissions.
